Ed Carroll possesses over 25 years of experience and is highly focused on understanding and shaping the evolving environmental regulations such as EPA’s Chesapeake Bay TMDL, its seven respective jurisdictional WIPs, and MS4 permits. Ed also remains focused on managing his projects and teams located throughout Southern Maryland; providing his clients cost-effective solutions to meet mandates. His staff is involved in all phases of site civil engineering with a primary focus on ESD and LID stormwater management, stormwater management retrofitting, watershed modeling, erosion and sediment control, stream restoration, and water and sanitary sewer design. Ed’s degree in urban planning allows him to be multi-faceted in balancing superior site planning with innovative civil engineering solutions.
